If your product might ever sell outside your home country, start with EAN-13. I saw too many brands launch with UPC-A on Amazon.com and then scramble when they expanded to Amazon.de or Amazon.co.jp — where EAN-13 is the standard. Re-barcoding an entire product line costs more than getting EAN-13 from day one.
